First of all, what is a foreclosure?

What is a lis pendins?

This is the beginning of your real estate foreclosure search.  A lis pendins is a written notice that a lawsuit or legal action is going to take place.  This is usually filed in the county clerks office where the property is located.

Are foreclosures cheaper then market prices?

What you need to think about is the bank position.  No bank wants to be a real estate agent, and no bank wants to be a landlord.  They don’t want the properties that they foreclosed on, they want the money that they lent to the original purchaser.  So in reality banks just want to get out some or most of their mortgage money that went unpaid.

Some properties has little or no equity.  Many might have a mortgage underwater (house is worth less than the mortgage) so banks are willing to make deals on these properties.  It’s best to be the first one to offer to buy.  The more people offering to purchase the property the more the price might go up.

Try to offer about 75% of the market price for the house.
